While widely used for low-risk services, this type is now considered insecure for most government transactions due to the prevalence of phishing and data breaches. The more secure and increasingly standard type is Multi-Factor Authentication (MFA), which requires the user to present two or more independent pieces of evidence (factors) to prove their identity. These factors fall into three categories: knowledge (something you know, like a PIN), possession (something you have, like a smartphone or a smart card), and inherence (something you are, like a fingerprint or your face). A common example is receiving a one-time code on your phone after entering your password. The strongest market type is based on advanced, biometrically-anchored authentication, where a cryptographic process is directly linked to a verified biometric, providing the highest level of assurance that the person transacting is who they claim to be.

Segmentation by Component: Hardware, Software, and Services

The market is also clearly segmented by its core components, each representing a distinct sub-market. The Hardware component includes all the physical devices required to build and use a digital identity system. This is a diverse category that includes the biometric enrollment hardware used in government centers (fingerprint scanners, high-resolution cameras, iris scanners), the physical credentials issued to citizens (such as smart cards with embedded microchips), and the backend data center infrastructure (servers, hardware security modules or HSMs for protecting cryptographic keys). The Software component is the "brains" of the system. This includes the core Identity and Access Management (IAM) platforms that manage the identity lifecycle, the biometric matching and de-duplication engines that run in the backend, the Public Key Infrastructure (PKI) software that manages digital certificates and enables digital signatures, and the mobile applications or "digital wallets" that reside on citizens' smartphones. The Services component is often the largest segment by value and encompasses the wide range of professional expertise needed to deploy these systems, including strategic consulting, systems integration, custom software development, project management, user training, and ongoing maintenance and support.

Segmentation by Identity Type: Centralized, Federated, and Decentralized

A more architectural way to categorize the market is by the type of identity model being implemented. The most traditional type is the Centralized model, where a single entity, typically a national government agency, creates, owns, and manages all identity data in a central database. This model offers simplicity and clear authority but can also create a single point of failure and raise significant privacy and surveillance concerns. The Federated model is a more distributed type. In this model, there can be multiple "identity providers" (IdPs), such as different government agencies or even trusted private sector entities like banks. The user can choose one of these providers to log in, and a "trust framework" allows other services (relying parties) to accept that authentication. The eIDAS system in Europe is a prime example of a federated model. The emerging and most disruptive type is the Decentralized model, also known as Self-Sovereign Identity (SSI). Here, there is no central authority. The user controls their own identity in a personal digital wallet and can share verifiable, digitally signed credentials directly with whomever they choose, providing greater privacy and user control. Most modern systems are now being designed with federated or decentralized principles in mind.

Segmentation by Deployment Level: National, State/Provincial, and Local

Finally, the market can be segmented by the level of government that is deploying the digital identity solution. The National ID segment is the largest in scale and scope. These are ambitious, country-wide programs, often initiated by a federal government, aimed at providing a foundational digital identity for all citizens (e.g., India's Aadhaar or Estonia's e-ID). These projects involve massive budgets, long timelines, and complex nationwide logistics for enrollment. The State or Provincial ID segment involves identity systems deployed by sub-national governments. A prime example is the rise of digital driver's licenses (DDLs) in various states in the US and provinces in Canada. These systems are typically focused on a specific set of use cases related to that state's jurisdiction, such as driving privileges and age verification, but are increasingly being designed to be used for a wider range of state-level services. The Local or Municipal ID segment is a smaller but growing type. Cities are beginning to issue their own digital credentials for accessing local services, such as public transit, libraries, or community centers. While less common, this type of hyper-local identity can foster community engagement and provide access to services for residents who may lack state or national ID, such as undocumented immigrants.
